Why is conversion rate different in the Site Performance Report vs. the Analytics > Conversions dashboard?

The Site Performance Report displays conversion rate with additional decimal precision for more detailed insight. The Analytics > Conversions dashboard rounds the value, so numbers may appear slightly different.
